The Low-Income Home Energy Assistance Program, also known as LIHEAP, helps low-income families pay their heating bills. LIHEAP is a grant that offers assistance in the form of a cash grant, sent directly to the utility company, or a crisis grant for households in immediate danger of being without heat. The Delta office has LIHEAP applications available and can also assist with application completion and submission. Please call 717-456-5559 for more information.
The Matching Energy Assistance Fund (MEAF) is an energy assistance program that enables us to assist low-income, residential customers in our service territory with bill payment. MEAF is a customer pledge program in which PECO matches customer contributions. The Delta office can assist with MEAF funds. Please call 717-456-5559 for eligibility information.
MDCS offers a "catch-all" emergency fund expended on a case-by-case basis for extraordinary emergency needs not covered by existing programs. Examples include prescription assistance, evicition prevention, security deposit and dental care.
MDCS partners with the Harford Community Action Agency by having an on-site registration process for the Maryland Energy Assistance Program (MEAP) and the Electric Utility Service Progrm (EUSP). This provides clients the opporutunity to participate in state and county energy programs, reducing their home heating and electric bills and allowing households to redirect funds towards other household expenses. MDCS provides funding to augment energy bills to prevent a turn-off of service.
MDCS allows clients in crisis situaitons to access additional funds through our private donations for fuel expenses to avoid utility termination or assist with home heating emergencies. This funding provides clients with financial relief in the form of utility assistance that frees up additional income, helping our clients to remain housed.
